If you are interested in Howard Dean as candidate for President, I highly recommend watching Dean's speech announcing his candidacy. He is an inspiring speaker.
The man speaking in the beginning is Burlington Mayor Clavelle (Progressive), then US Senator Jim Jeffords (Independent), then US Senator Pat Leahy (Democrat), then Gray Brooks (Dean Volunteer), and then Howard Dean begins to speak about 20 minutes in.

"One provision of the McCain-Feingold campaign finance law is that television ads must include "a statement that identifies the candidate and states that the candidate has approved the communication... Such statement-- '(i) shall be conveyed by-- '(I) an unobscured, full-screen view of the candidate making the statement, or '(II) the candidate in voice-over, accompanied by a clearly identifiable photographic or similar image of the candidate ..."

Since Howard is so on the ball, getting his ads out there first, unfortunately no one is going to know why he says that. When other ads start popping up, it'll make much more sense... :)
