It all depends on what the categories are.

It's a statewide average. The counties in the state might vary wildly, as I'm sure they do here in Wisconsin. I wonder if this will become the new "reason why Wisconsin/Madison is awesome". That 1996 ranking of Madison as the best place to live was getting pretty old.
